Visual - 6/10 - While the layout isn't really bad, it just isn't very interesting. The first thing on the page is a big ol' ad followed by blurry banner that's way too tall and too thin for the layout and doesn't make good use of whitespace on the banner for the text. That's pretty much it for the images on the site and I feel like a few more images on the rest of the black and white layout might spruce things up a bit.
The navigation also isn't ordered logically in my opinion. If it were my site, I'd set it up as
Text and Info - 9/10 - It's a fairly young fanfiction site, but I'd still expect to see more stories. Right now there's only four. Compared with the sites like smfanfiction.net with over a thousand, it feels a little disappointing. Hopefully submissions will pick up for these guys. *hint* *hint* other fanfiction writers. Anyway, the stories that ARE up seem to be of decent quality, which is more than I can say for a lot of fanfiction.
Interactive - 7/10 - Well, the infrastructure is there for the site to be interactive, but it doesn't seem like there's much going on. The forum has a whopping 15 messages, none of which were posted in since April. You can also log in and set up a profile on the main site. With any luck more fanfic submissions will bring more traffic and more members.
Originality - 6/10 - Although we lost a lot of the archive at A Moon Romance, there are still quite a few Sailor Moon fanfiction archives out there. What the site needs is something unique that will set it apart from the other established archives.
Return Factor - 7/10 - As the site grows, I think the return factor will as well. Serial fanfiction is a great way to keep visitors coming back to the site to read more.
Overall - 35/50 - Not a bad start for a fanfiction archive, but there's a long way to go before it can compete with the established sites.
